Housing Commission Policy Proposals To Eliminate Single-Family Neighborhoods

Our Areas of Most Concern

Policy One:
Missing Middle Housing in Single Family Neighborhoods

zoning changes to allow two housing structures on one lot - duplex or two-unit townhouses in all single-family residential zones in Edmonds.

Policy Two:
Equity Housing Incentives

“Missing Middle Housing” types are duplexes, triplexes, fourplexes, and cottage courts, including track townhouses, allowed citywide into single-family neighborhoods.

Policy Three:
Medium-Density Single Family Housing (SR-MD)

“Allows for construction of zero-lot line duplexes, triplexes, and quadruplexes, including track townhouses up to 2-story height in single-family neighborhoods • Contiguous to or along high-volume transit routes, or • Sited next to Neighborhood Business (BN) zoning districts, or • Close to schools or medical complexes”

Policy Six:
Detached Accessory Dwelling Units

“Allow one attached or detached accessory unit on a property in single-family neighborhoods with no special permit required”. Structures currently allowed up to 800 sq ft WITHOUT factoring in garage, basement or storage, so could be much larger and be built right on fence line with neighbor.”

Policy Ten:
County Implementation of Sales and Use Tax for Housing and Related Services

“New sales tax increase of 0.1%, making city of Edmonds sales tax one of highest in WA state”

Policy Four: Neighborhood Village Subarea Planning

“Develop subarea plans zoned “Business Neighborhood” such as 5 Corners, Perrinville, etc. Create neighborhoods and social gathering points with the surrounding properties to integrate higher density housing, business opportunity and environmental stewardship in these areas.”

Policy Five: Cluster/Cottage Housing

“Allowing groupings of small homes clustered together in single-family and multi-family zoning no longer to require a special permit to develop in any zone.”

Policy Seven:
Multi-Family Tax Exemption (MFTE)

“Increase developer incentives to build apartment/condos that have all housing units tax-free for 12 years for only 20-25% “affordable units”. Zero Tax gift shifted to current Edmonds’ property taxpayers. After 12 years entire building can return to market rate units or condos."

Policy Eight:
Inclusionary Zoning

Require new developments (above a certain size) in Edmonds to provide a percentage of affordable housing units or require in lieu of fees. Additional fees levied for not developing inclusionary zoning for housing in Edmonds will simply result non inclusionary zoning housing to be more expensive for other residents.

Policy Nine:
Use of Existing Sales Tax Revenue for Affordable and Supportive Housing

Currently adopted policy already in use in Edmonds without increasing sales tax.

Policy Eleven:
Edmonds-Hasco Interlocal Agreement (ILA)

“This policy was adopted prior to CHC housing policy discussions by the City Council on 5/4/21 giving HASCO new citywide powers to build within zoning (which now could be upzoned) without Council oversight and see Policy Twelve”

Policy Twelve:
Develop Community Housing Partners

“Edmonds should develop community partners throughout South Snohomish County to create/build affordable housing options for low/moderate income residents. This includes HASCO, which was already given the title of “housing authority of Edmonds” via policy #11 Council adoption on 5/4/21.”

Policy Thirteen:
Multi-Family Design Standards

“This can be a positive aspect of development if it enhances the appearances of newly constructed multi family residential projects in Edmonds.“

Policy Fourteen:
Update Comprehensive Plan to Include "Parking Solutions" As a Goal in Transportation Element Section

“Adopt language that includes Parking Solutions as a goal defined in our Transportation Element under the City of Edmonds Comprehensive Plan.”

Policy Fifteen:
Eliminate Discriminatory Provisions In Convenants And Deeds

“Prior to the sale or transfer of any property in Edmonds, all discriminatory language in any associated covenants and/or deeds must be legally removed from said documents.”
